Surprised you've asked that as I have explained it in the forum, on TMP and I think in both the news section and the shop descriptions. Two important reasons:
1. Mould making.. you can't comfortably get 18 figures (3 x 6) in a mould therefore production problems and inefficient processes
2. Most people want a sergeant or officer on each stand with more than that in the centre. Therefore:
1 battalion = 3 x 5 musketeers(possibly with an odd left over)
1 x command (with some left over)
1/2 or 1 pack of pike depending on how you set up.
Over 2-4 battalions it always evens out...
