So just to clarify the second question: If I have two bigades, one on Attack and one on Defend, do I first spend the points maintaining orders for both brigades and then if any MPs are left over they must be used on units in charge range and under the Attack order ...

Historical precedent for artillery refits

This is a very interesting mechanic and seems to give a purpose to all of those reserve Russian batteries, however questions have arrisen as to it's historical accuracy.

Is there a historical basis to this rule or is it a mechanic devised to give more historical results?
