Idiot question 604
I assume that the "control" test, to see how many units can be moved that turn, is made by the army commander for the number of units to move in the whole army.
And not
a Made by each brigadier to see how many units he can move in his
brigade.
b Made by the army commander to see how many brigades he can move.

On a similar theme do people think that, if BLB were used for another period, specifically AWI, the British should be less affected by this rule as militia type troops might decide to think about any orders they disliked?
Although as the Continental army grew more experienced control would be easier?

Yes, it is for the army as a whole, which can be a real bugger if you are not able to move any of your units for a turn.

The percentage of units that can be moved is affected by the quality of the commander so maybe early AWI, the British commanders could be better, but then again maybe offset by the grit and determination of the Americans?
