If someone can give me shot intro to the rules.

I know barry wrote them as he wrote RtE. He talks a little about them in the start of those rules.

Are they based on 1:20 like Rte?

What is the avrage size of infantry and cavalry units?

They are a fun expanded version of BLB 1. Questions people had were addressed and rules were elaborated upon. Plays the same as BLB 1 without as many 'huh? what do we do here?' issues. Those issues come up in any rule set as not every situation can be covered. It is assumed you can come to a gentlemanly agreement when they do.

Same unit sizes and basing. Foot are 18 figures (6 to a stand), horse are 6 figure squadrons (3 to a stand). I think its 1:40

Game play in a nutshell; Army order percentages are rolled, orders issued based on that percentage (and situation) with simultaneous movement following. Fire is issued, melees are fought and morale is checked.

The rules also have a uniform and painting guide, suggested army compositions, turn by turn scenario to aid explanation of the rules and expansion rules to cover the GNW and King Williams war.
