RESOLVE test when already under WAVER

RESOLVE test when already under WAVER

I am sure this is in the book, but I can not find it. I have a unit charging another unit. The attackers pass their RESOLVE to charge, but the defenders who are under a WAVER state get a 3 on their die throw, do they go down a column to RETREAT or stay at WAVER.

It seems if they are all ready wavering that an additional demonstration of a lack of resolve would cause them to retreat, but I am unsure.
