R2E Rulebook Scenario/AAR

Pg 123, phase 1.
Both French bdes maintain their ADVANCE orders. Since one is sluggish, isn't it 3mp to maintain ADVANCE? It says they pay 2mp each.

Just want to make sure I understand the rules right.
