I am no expert on the Carlist War but I can't imagine the rules could not be used 'as is'. I have just completed a supplement for the Crimean War and the changes are negligible in terms of mechanisms. The Carlist War was fought in the same terrain as the Peninsular Wars by armies using Napoleonic tactics and uniforms.
