French infantry at fuentes de onoro

Sorry for being a pain i just bought a range of 15mm flags for the french army at fuentes de onoro from fighting 15,s. Each battalion seems to have a flag for an eagle rather than a fannon for the second ,third battalions . Should all battalions carry an eagle or should only the first battalion carry an eagle and the other battalions fannons.
