Ok well here goes.
The first thing to say is that this is really for the Petrine period - 1690 to 1720. I am not really that interested in the period before and can't recommend much. On the Petrine Period I can't help you with German books. There are some OK books in English and of course a lot of books in Russian. There isn't a particular good Russian book that I know of covering the whole period but there are lots of good books on specific subjects.
I think that if I was you I would start with the English books as these are the easiest to get and then go from there.
I think that I would recommend 3 books to start with.
For uniforms there is the 2nd GNW book by Hogland, Sallnas and Bespalov - you will find details here, http://www.acedia.se/engbok.htm
It is worth saying that this Bespalov is a prolific writer on this period in Russian and also worth searching for.
For History your best bet is to start with biographies of Peter the Great. I would guess that there are some goood ones in German but in English the best is probably 'Peter the Great: His Life and World' by Robert K. Massie. But there are many others which are also quite good.
The final book is 'The Northern Wars 1558-1721' by Robert I. Frost. This is an academic book on the development of the Russian and other armies in the area. You don't get much history as such but it does give you a good idea of what is happening and why.
These books should then lead you on to others that you might like to read but in Russian or some other language.
