By this time, Spain had fallen on hard times financially and was having difficulty maintaining the Army of Flanders. Much of the infantry was understrength, poorly clothed and under equipped. Having siad this, the Spanish cavalry apparently fought very well at Fleurus. From the few OBs that I have seen, it appears that the cavalry marched with the field armies but the infantry was largely left in garrisons. Hopefully, someone with more knowledge than I have can shed more light on this.
