Cavalry who rally from pursuit

Hi Barry,
I have a question about cavalry who rally from pursuit.I know those who fail carry on pursuing and those who pass their rallying test have the option of either rallying on the spot or if they qualify may rally back.
Page 16 forth paragraph "Cavalry", but who in fact qualify under this rule.
and is it a normal move back again facing in any direction.Something I've missed.....
