Long range artillery

How effective should long range Artillery be?

Looking at an old posting from Barry it seems that it has a nuisance and a sort of grinding effect on morale.

So they would eventually start to demoralise a unit if the unit was receiving continued fire. There seem to be a large number of accounts of units standing under continous artillery fire and not moving.

What this ramble is about is should units take morale tests for casualties caused by long range artillery fire? Or should they take tests but not receive casualties.
