Horse Archers

Hi,
Just stretching the rules to an earlier period and would like to add in a house-rule for horse archers. In view of their manoeuvre ability I was thinking that they could Move, Shoot, and then move again away from their target. I don't want to make them too powerful, so was thinking of a reduced shooting range of 9" and limiting the second move to only 3".
What does anyone think of this?
