Sorry, after posting the question I realized: they are produced by Calpe Miniatures:

Because in Calpe site they are declared "25 mm", please, could you tell me if they are truly compatible with Perry's 28 mm?

I would say they match quite well. Calle have a little stronger heft and the the weapons are thicker, but otherwise they mix well. Take a look at the Major Klüx base in this post:

The mounted mini is Perry, the Infantry Calpe.

Yes, the miniatures are 28mm. Had to ask the organizer of the event for the measurements... it is 20cm x 15cm.
