At the risk of sounding xenophobic I wouldn't rate them the same...
Even the poorest highlanders would I think have had some rudimentary training in hand weapons and they lived in a feudal society.
The Somerset Scythemen were from a far more economy based environment - weavers, workers and farmers. I think they would be less inclined to be warrior peasants and more the worker/farm labourer who picks up arms with the rest of the village. I would rate them as Raw and give them no Fire capability and perhaps an extra +1 in melee(if you want to be generous). OK not exactly Wurzels but they were not particularly effective either. I guess the Royal Army was not mad keen on some farmer with a scythe chopping away at them but in the stand up fight at Sedgemoor I don't think there was too much of a contest.
